[Report] Analysis of social housing contexts and replication potential

It is important to understand how the integrated renovation methodology (IRM) and solutions carried out in the lighthouse district can be packaged and replicated in the peer cities and social housing contexts in Europe.


Therefore, in its first part this report presents an overview of social housing across Europe reflecting on the diversity in terms of size of the sector, providers and actors involved, characteristics of households accessing and living in social and affordable housing districts, types and quality of housing stock – with a special focus on energy use and the estimated scale of renovation needed. It also reflects on challenges and opportunity to promote district level renovation and participatory approach, along the lines of the methodology devised by the municipality of Ermua and tested in the Santa Ana neighbourhood.


This task was carried out by Housing Europe through desk research, complemented by information collected through a questionnaire delivered to social housing federations member of the Housing Europe network in January of 2023. The questionnaire aimed at identifying data and trends specifically with regards to characteristics of the sector in terms of housing stock, energy use and performance, renovation trends and needs as well as current obstacles to scaling up renovation of social and affordable housing in Europe.
