[Report] KPIs definition and evaluation model


The evaluation model presented in this deliverable provides a comprehensive and systematic approach to assessing the performance, acceptance, and usage of the IRM methodology. The model is aligned with the project’s objectives and focuses on key aspects of the methodology, including its impact on social innovation and local economic development. The data collection, analysis, and reporting methods outlined in the document ensure that the evaluation process is rigorous, transparent, and accessible. The use of a baseline and a monitoring platform further enhances the evaluation’s effectiveness.


Thus, in addition to general concepts, IRM objectives and stakeholders, the deliverable presents the definition of the Key Performance Indicators (KPI) used in the project to evaluate different dimensions of the performance, acceptance, and usage of the Integrated Renovation Methodology (IRM), such as social, economic, urban, energy and digital dimensions. The deliverable also presents the evaluation model used to assess the performance of the methodology. The IRM methodology will be implemented in the Santa Ana neighbourhood and the evaluation model will measure the impact of the activities at neighbourhood and city level. The evaluation will consider the actions carried out in terms of social innovation and local economic development as well as those KPIs related to participation and digitalization. Participation and digitalization have a clear impact on the outcomes expected in terms of social innovation and local economic development.


The main objective is to assess the level of impact that the adoption of the IRM methodology will have on a scale of social innovation and local economic development. An assessment framework will include those KPIs more relevant for monitoring the performance of the symbiosis set up at the ERMUA district level. Consequently, this deliverable will focus on presenting:

  • The objectives of the IRM methodology.
  • An overview of the concepts to be evaluated: social innovation, local economic development, and participation.
  • The stakeholders involved in the project.
  • A definition of the KPIs used to measure the performance.
  • An evaluation model to assess the actions derived from the IRM methodology.
  • The means for data collection, analysis, and reporting
  • A baseline of the neighbourhood
